Arkansas Insurance Update

Effective January 1, 2011, producers will be required to complete 24 CE hours, including 3 hours of ethics, every 2-year license term.

Producers planning to sell annuity products have special training or education requirements as described below:

Annuity Suitability Training Requirement, Rule 82

Initial 4-hour Annuity training requirement: All producers who sell annuity products must complete at least 4 hours of annuity training that addresses suitability requirements for Arkansas and the mechanics of annuity products before July 15, 2010.

Insurers are responsible for ensuring that any producer that markets its product has received the appropriate training.

Ongoing 4-hour Annuity training requirement: After meeting the initial training requirement, producers must complete 4 hours of annuity training every year.

Suitability in Annuity Transactions – Arkansas Rule 82 requires insurers to be responsible for ensuring that any producer that markets its product has received at least four (4) hours of annual training that addresses suitability requirements for the State of Arkansas and the mechanics of annuity products.

These required hours are part of, and not in addition to, the regular continuing education requirement. Training may be provided in either a classroom setting or via home study (print textbook, CD or online).

Quest authored a course designed to meet the outlined requirements of annuity and life insurance requirements as they pertain to the suitability of the recommended product to the needs of consumers.  The course reviews the duties of insurance agents in determining the objectively-reasonable basis for recommendations of annuities. The course also reviews the agent responsibility to provide a comparison of different annuity contracts, including potential tax implications and disclosure of risk factors.

Quest’s new course has been approved for 2 hours of State Insurance CE credit which count towards 2 of the 4 hours of annual annuity training.

Suitability in Annuity Transactions – Arkansas Rule 82

Quest CE is pleased to announce the availability of their newly authored 4-Hour Suitability in Annuity Transactions – Arkansas Rule 82 Online Training Course.  Quest’s new course meets Arkansas Code Ann. § 23-66-206, 23-66-307, Arkansas Rule 82, and Bulletin 8-2004 requirements.
